The endowment for the National Council on Measurement in Education (NCME) ensures stability, continuity, and legacy for NCME’s role in advancing educational measurement. Known as “The NCME Endowment,” or the “Fund for Measurement Excellence and Integrity” (FMEI), its resources ensure long-term protection and advancement of the scientific study of education informed by measurement practices that are robust, fair, and valid. Whereas the Mission Fund is directed by the board to advance the NCME mission in the nearer term, the NCME Endowment is an enduring investment that ensures that the organization and its mission will last for generations. NCME welcomes contributions to both funds as donors are inclined and able.

Through times of security or uncertainty, sound educational measurement practices are fundamental to the functioning of education in civic society. These practices rest on foundational pillars that include i) a sustained commitment to evidence collection, analysis, and reflection; ii) a healthy separation from external or political considerations; iii) transparency and rigorous scientific review; and iv) a pipeline of talent with advanced degrees in measurement science. Threats to these pillars emerge on a regular basis from multiple directions. The purpose of this fund is to build an endowment that secures the legacy of NCME in perpetuity.

The Fund received its initial endowment in April 2025 from $25,000 in contributions from 18 of NCME’s past presidents. This action reflects the ongoing commitment of NCME’s leaders to its enduring mission and the active role that past presidents play in the distribution of the Fund and its activities.

NCME holds and manages the NCME Endowment for the benefit of sustained support of its mission towards the purposes described above. The principal of the endowment is held in trust in a dedicated, segregated account. The fund is managed in accordance with investor standards and relevant law.

Donations to the NCME Endowment are tax deductible. The distribution is a prudent portion of the endowment (5% of the average endowment principal under current board policy) and is available annually for expenditure on aligned activities and only as approved by the Board.

Gifts to the NCME Endowment become part of NCME’s permanent resources. The distribution provides annual support for mission-advancing activities in perpetuity. Unlike the Mission Fund, which enables near-term priorities, the NCME Endowment builds a permanent foundation for NCME’s future.

The Immediate Past President of NCME shall lead the process of soliciting and recommending activities that annual Endowment distributions will support, with all funding decisions subject to approval by the NCME Board. In this role, the Immediate Past President may engage other Past Presidents, the Board, and the broader NCME membership to suggest relevant activities for consideration. A call for project ideas may be issued from time to time, at the discretion of the Immediate Past President and in consultation with the Board and Executive Director, to encourage engagement and additional fundraising.

The Immediate Past President may also delegate aspects of project identification or development to other Past Presidents as appropriate. The NCME Executive Director, in collaboration with the Immediate Past President, is responsible for sustaining continuity of Endowment-supported efforts across presidential terms. New activities are not required to be launched every year, to allow for sustained, multi-year initiatives where appropriate.

The NCME Board and the community of Past Presidents is setting an ambitious but achievable fundraising goal of goal of $150,000 by April 2026, and a goal of $250,000 by the end of 2026.
